1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development shall be carried out in accordance with the revised plan received by the Local Planning Authority on the 4th April 2018 (reference SL01 Rev F) and the plans (reference 7019 PL04 Rev A, 7029 PL06 Rev A 7029 PL07 Rev A, 7029 PL01 Rev A, 7029 PL03 Rev A, 7029 PL10 Rev A, 7029 PL09 Rev A, 7029 PL02 Rev A, 7029 PL08 Rev A, 7029 PL05 Rev A, 7029 G02, 7029 G01), forms and accompanying information received on the 25th January 2018.

3. | No works shall commence on the site until such time as detailed plans of the roads, footways, foul and surface water drainage have been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. All construction works shall be carried out in accordance with the approved plans.
The reason for the condition is :-
To ensure satisfactory development of the site and a satisfactory standard of highway design and construction. |
4. | No works shall be carried out on roads, footways, foul and surface water sewers otherwise than in accordance with the specifications of the Local Planning Authority in consultation with the Highway Authority.
The reason for the condition is :-
To ensure satisfactory development of the site and to ensure estate roads are constructed to a standard suitable for adoption as public highway. |
5. | Before any dwelling is first occupied the road(s) and footway(s) shall be constructed to binder course surfacing level from the dwelling to the adjoining County road in accordance with the details to be approved in writing by the Local Planning Authority in consultation with the Highway Authority.

To ensure satisfactory development of the site. |
6. | Prior to the commencement of any works on site a Construction Traffic Management Plan, to incorporate details of on-site parking for construction workers, access arrangements for delivery vehicles and temporary wheel washing facilities for the duration of the construction period shall be submitted to and approved in writing with the Local Planning Authority in consultation with Norfolk County Council Highway Authority.

7. | For the duration of the construction period all traffic associated with the construction of the development will comply with the Construction Traffic Management Plan and unless otherwise approved in writing with the Local Planning Authority in consultation with the Highway Authority.

8. | Prior to the commencement of the development and to the satisfaction of the Local Planning Authority, a Phase 1 contamination report shall be carried out to assess whether the land is likely to be contaminated. The report shall also include details of known previous uses and possible contamination arising from those uses. If contamination is suspected to exist, a Phase 2 site investigation is to be carried out to the satisfaction of the Local Planning Authority. If the Phase 2 site investigation determines that the ground contains contaminants at unacceptable levels then the applicant is to submit a written strategy detailing how the site is to be remediated to a standard suitable for its proposed end-use to the Local Planning Authority. No buildings hereby permitted shall be occupied until the remediation works agreed within the scheme have been carried out to the satisfaction of the Local Planning Authority.

To ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors. |
9. | In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until:
1) a report has been submitted and agreed in writing by the Local Planning Authority which includes results of an investigation and risk assessment together with proposed remediation scheme to deal with the risk identified and
2) the agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority.

10. | Construction work shall not take place outside the following hours:-
08:00 to 18:00 Monday to Friday
08:30 to 13:30 Saturday
and no work shall take place on Sundays or Bank Holidays.
(These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property)

In the interests of the residential amenities of the occupiers of nearby dwellings. |
11. | Prior to the occupation of the dwellings hereby approved a plan showing the extent of the footway exiting the western boundary of the site shall be submitted to and approved by the Local Planning Authority. The footpath shall be provided in accordance with the approved plans prior to the occupation of the 6th dwelling hereby approved and shall remain open and available for all members of the public to pass and repass in perpetuity without express permission or obstruction.

To ensure the provision of a public footpath. |
12. | The dwellings hereby approved shall be of single storey construction and notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking and re-enacting that Order) no dormer windows or other openings to the roofspace shall be provided without the prior consent of the Local Planning Authority.

In the interests of the residential amenities of the occupiers of adjoining dwellings and the character of the area. |
13. | Foul drainage shall not be discharged other than to the foul sewer without the prior written consent of the Local Planning Authority.
The reason for the condition is:-
In order to effect satisfactory drainage arrangements both on and from the site and to avoid problems of pollution of nearby water courses. |
14. | Prior to the commencement of the development hereby approved details of boundary treatments shall be submitted to and approved by the Local Planning Authority. The boundary treatments shall be erected in accordance with the details approved prior to the occupation of the property to which they relate.
The reason for the condition is :-
To ensure adequate boundary treatments are erected. |
15. | No development shall take place until there has been submitted to and approved by the Local Planning Authority a scheme of landscaping, which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development and details of proposed planting. Protection measures shall be carried out in accordance with the approved details for the duration of the development. All planting shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved.

16. | Prior to the commencement of the development hereby approved details of the surface water drainage shall be submitted to and approved by the Local Planning Authority. The details shall include all surface water drainage for the site and if the surface water is proposed to be managed by infiltration this shall be supported by infiltration testing inline with BRE 365. The surface water drainage shall be carried out in accordance with the approved details prior to the occupation of the development.
The reason for the condition is:-
To ensure that adequate surface water is provided taking into account the specific location of the development hereby approved.
To avoid overloading the sewerage system and avoid problems of pollution. |
17. | No development shall take place until the following information has been submitted to and approved in writing by the
Local Planning Authority:
(i) a full site survey showing:
the datum used to calibrate the site levels
levels along all site boundaries
levels across the site at regular intervals
floor levels of adjoining buildings
(ii) full details of the proposed finished floor levels of all buildings and hard surfaces.
The development shall be carried out only in accordance with the approved details.
No development shall take place until full details of the finished levels, above ordnance datum, of the ground floor(s) of the proposed building(s), in relation to existing ground levels have been submitted to and approved by the Local Planning Authority. The development shall be carried out in strict accordance with the levels approved.
The reason for the condtions is:-
To ensure that the development takes place in the manner contemplated by the Local Planning Authority and to retain control over any significant changes in levels within the site. |
18. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF. |
19. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the criteria set out in the adopted Core Strategy by being a sustainable development. |
