1.No development whatsoever shall take place until full details of the appearance, landscaping and scale of the development (herein after referred to as the reserved matters) have been submitted to and approved by the Local Planning Authority and the development shall be carried out strictly in accordance with such approved details. The reason for the condition is:- Such details have not been submitted as part of this application.
2.Application for approval of reserved matters must be made not later than the expiration of three years beginning with the date of this permission and the development must be begun not later than the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. The reason for this condition:- The time limit condition is imposed in order to comply with the requirements of Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
3.The location of the vehicular access and layout of the dwellings shall conform with the details shown on drawings no's 17-07-04/01 rev. B and 17-07-04/02 rev. B received by the Local Planning Authority on 20th December 2017. The reason for the condition is :- For the avoidance of doubt.
4.Prior to the commencement of the development hereby permitted an Arboricultural Method Statement shall be submitted to and approved by the Local Planning Authority. The Arboricultural Method Statement shall include details of how the trees on site and close to the proposed access that are covered by a Tree Preservation Order will be protected during the course of construction of the dwellings. The development shall be carried out in accordance with the agreed details. The reason for the condition is :- To ensure that no damage occurs to the trees that are covered by the Tree Preservation Order.
5.No works shall commence on the dwellings hereby permitted until such time as details of the surfacing and drainage of the new access road have been submitted to and approved in writing by the Local Planning Authority. All construction works shall be carried out in accordance with the approved plans. The reason for the condition is :- To ensure satisfactory access to the site.
6.Prior to the occupation of any of the dwellings hereby permitted, the access [as shown on the approved plans] shall be completed and made available for use by the occupiers of the dwellings to the satisfaction of the Local Planning Authority. The access shall thereafter be permanently maintained and kept available for use by occupiers of the dwellings to the satisfaction of the Local Planning Authority. The reason for the condition is :- To ensure satisfactory access to the site.
7.Prior to the occupation of the dwellings hereby permitted, the proposed on-site car parking and turning areas shall be laid out in accordance with the approved plan and retained thereafter available for that specific use The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring areas, in the interests of highway safety.
8.Construction work and deliveries to the site shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday 09:00 to 13:00 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of the Interim Housing Land Supply Policy and Policies CS2 and CS3 of the Great Yarmouth Local Plan: Core Strategy.
10.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
