1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details contained in the planning application forms received on 10th November 2017 and the revised drawings no's 1121/1A and 1121/2A received by the Local Planning Authority on 1st March 2018. The reason for the condition is :- For the avoidance of doubt.
3.No work shall commence until details of the exact type and colour of the facing bricks and roof tiles have been submitted to and approved by the Local Planning Authority. The dwellings shall thereafter be constructed using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of these materials have not been submitted.
4.Prior to the first occupation of the dwellings hereby permitted, the proposed access, on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with details to be submitted to and approved by the Local Planning Authority and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
5.Prior to the first occupation of the dwellings hereby permitted, the vehicular access shall be widened to a minimum width of 4.5 metres in accordance with the Norfolk County Council residential / industrial access construction specification for the first 10 metres as measured back from the near channel edge of the adjacent carriageway. Arrangement shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway carriageway. The reason for the condition is :- In the interest of highway safety and traffic movement.
6.Notwithstanding the submitted details, unless otherwise agreed in writing by the Local Planning Authority, the proposed private drive shall be maintained in perpetuity at a minimum width of 4.5 metres for a minimum length of 10 metres as measured from the near edge of the highway carriageway and shall be constructed perpendicular to the highway carriageway for that said distance. The reason for the condition is :- In the interest of highway safety and traffic movement.
7.Demolition and construction work shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday 08:30 to 13:30 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
8.All deliveries to the site or removal of material from the site shall be via the Southtown Road access only. No access/egress for deliveries or vehicles involved in demolition or construction work shall be made onto Anchor Court The reason for the condition is :- In the interests of the residential amenities of the occupiers of the dwellings on Anchor Court.
9.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting the order) no windows or other openings (except those shown on the approved plan) shall be inserted into the walls or roof of the dwellings hereby permitted without the prior consent of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of adjoining dwellings.
10.The first floor bathroom windows to the front elevation of the houses shall be obscure glazed prior to the first occupation of the dwellings and shall remain as such thereafter. The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
11.Notwithstanding the provisions of Class A of Schedule 2, Part 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015, (or any Order revoking, amending or re-enacting that Order) no gates, bollard, chain or other means of obstruction shall be erected across the approved access unless details have first been submitted to and approved by the Local Planning Authority. The reason for the condition is :- In the interests of highway safety.
12.REASON FOR APPROVAL OF THE APPLICATION :- The proposals meet the criteria for new housing development set out in saved Policies HOU7 and HOU17 of the Great Yarmouth Borough-Wide Local Plan and Policy CS1 of the Great Yarmouth Local Plan: Core Strategy.
13.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
14.NOTES - Please read the following notes carefully:- This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Council's Highway Development Management Group. Please contact Stuart French on 01603 638070. If required, street furniture will need to be repositioned at the applicant's expense. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
