1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plan (drawing reference: rm/148/ 02 Rv A) received by the Local Planning Authority on 20 February 2018. The reason for the condition is :- For the avoidance of doubt.
3.Prior to the occupation of any caravan hereby approved a scheme of landscaping shall be submitted to and approved by the Local Planning Authority. The scheme of landscaping shall include indications of all existing trees and hedgerows on the land, and details of any new planting to be undertaken within the site. The reason for the condition is:- In the interests of the visual amenities of the locality.
4.No trees or hedges shall be removed from the site other than in accordance with a landscaping plan approved by the Local Planning Authority in accordance with condition 3 of this permission. Any trees or hedges removed without consent shall be replaced during the next planting season November to March with trees of such size and species as agreed in writing with the local planning authority. The reason for the condition is :- To ensure that trees and hedges are retained in the interests of the visual amenities of the area and the satisfactory appearance of the development.
5.All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever, is the sooner, and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is:- In the interests of the visual amenities of the locality.
6.The caravans hereby approved shall be single storey only. The reason for the condition is :- In the interests of visual amenity.
7.Prior to the occupation of the development hereby approved details of on-site information boards detailing information explaining the sensitive nature of Great Yarmouth and North Denes SPA and Winterton-Horsey Dunes SAC shall be submitted to and approved by the Local Planning Authority in consultation with Natural England. These signs shall be erected prior to the occupation of any part of the development hereby approved. The reason for the condition is:- To ensure that visitors are informed of the sensitive nature of Great Yarmouth and North Denes SPA and Winterton-Horsey Dunes SAC.
8.Notwithstanding the approved combined planning statement and design and access statement, the caravans shall only be used for holiday purposes and may only be occupied during the period from 1st March to 31st January, in any year. The reason for the condition is:- To ensure that the site is not used for permanent residential purposes contrary to the provisions of the Borough-Wide Local Plan and to ensure that the use of the caravans is borough in line with the remainder of the caravan park.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in policies CS8 and CS11 of the adopted Core Strategy.
10.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
