1.The church on the south side of Stradbroke Road and the school to the north of the site are set back from the road which currently gives an open appearance to the area, the east side elevation of the proposed houses will be one metre from the back edge of the pavement on the Lowestoft Road frontage which is much closer to the road than any other building in the vicinity. It is therefore considered that the erection of a pair of dwellings in such close proximity to the road on a prominent corner site would be over-dominant in the street scene and would result in the development having a significant adverse effect on the street scene and the character of the area. The proposal is therefore contrary to the aims of Policies CS1 and CS9 of the Great Yarmouth Local Plan: Core Strategy and criterion (A) of saved Policy HOU7 of the Great Yarmouth Local Plan which seek to prohibit development that would have an adverse effect on the character of the area.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
