| 1. | The proposed development is not considered by the Local Planning Authority to provide sufficient communal space. Insufficient communal space means that the occupiers of the House of Multiple Occupation are not afforded a sufficient standard of amenity. A lack of communal space will result in more everyday activities occurring within the confines of the accommodation which creates an unhealthy and oppressive environment. Accordingly the proposed development is considered contrary to paragraph 17 of the National Planning Policy Framework which sets out the core planning principles in decision-taking.
Room 5 as shown on the submitted plans is not considered by the Local Planning Authority to be of a sufficient size and standard. Undersized accommodation does not provide sufficient amenity and can create an unhealthy environment. The room size does not provide a good standard of amenity in accordance with paragraph 17 of the National Planning Policy Framework. |
| 2. | The proposed HMO is situated adjacent to single residential properties on either side. The proposed HMO is positioned within a clearly defined row of terrace residential properties. An intense use such as an HMO is contrary to the prevailing character of the immediate area. Accordingly the development is considered contrary to saved policy HOU23 of the Borough Wide Local Plan criterion B, C and E. |
| 3. | Consequently the application has been refused as the proposal does not conform to saved policy HOU23 of the Borough Wide Local Plan and paragraph 17 of the National Planning Policy Framework. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
