1.The development must be begun not later than the 6th April 2019. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. The time limit set out in this condition is three years from the date planning consent was granted for application 06/16/0008/F.
2.The development shall be carried out in accordance with the application form received by the Local Planning Authority on 25th October 2017 and the revised plans received on 11th December 2017. The reason for the condition is :- For the avoidance of doubt.
3.Prior to the occupation of any of the flats hereby approved bin storage in the covered yard shown on the approved plan shall be completed and the bins stored within the covered yard area at all times apart from on bin collection days. This area shall be retained thereafter for the storage of bins. The reason for the condition is :- In the interests of visual amenity to avoid bins in unsightly positions.
4.No work shall commence until the exact details and design of the roof garden screening has been been submitted to and approved by the Local Planning Authority. The development shall be carried out using the agreed materials and design and the screening retained in perpetuity. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
5.Prior to the commencement of any development, a scheme for the provision and implementation of a flood management plan shall be submitted to, and agreed in writing with the Local Planning Authority. The reason for the condition is :- To minimise risk within a critical drainage area.
6.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in policy HOU07 and TR12 of the Borough Wide Local Plan and policy CS3 and CS9 of the Core Strategy.
7.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
