1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plan (drawing reference: 1240/1) received by the Local Planning Authority on 11 October 2017. The reason for the condition is :- For the avoidance of doubt.
3.Construction work shall not take place outside the following hours:- 07:30 to 18:00 Monday to Friday 08:00 to 13:30 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
4.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) Other than the windows shown on the approved plan no windows shall be inserted into the south elevation of the dwelling hereby approved adjacent to 25 Station Road without the written approval of the Local Planning Authority. The reason for the condition is :- To retain control over the development to protect against overlooking.
5.The window positioned in the first floor of the southern elevation of the dwelling hereby approved in the en-suite on the approved plan shall be made obscure glazed and non-opening prior to the first occupation of the dwelling and shall remain so in perpetuity. The reason for the condition is :- In the interests of protected the neighbours amenity in avoiding overlooking.
6.Prior to the first occupation of the development hereby permitted the proposed access, on-site car and cycle parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
7.Notwithstanding the approved plan, No development shall take place and no trees shall be removed from site until there has been submitted to and approved by the Local Planning Authority a scheme of landscaping, which shall include indications of all existing trees and hedgerows on the land, and details of any to be retained, together with measures for their protection in the course of development. The development shall be carried out in accordance with the approved details. The reason for the condition is:- In the interests of the visual amenities of the locality.
8.All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever, is the sooner, and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is:- In the interests of the visual amenities of the locality.
9.No development shall take place until the following information has been submitted to and approved in writing by the Local Planning Authority: (i) a full site survey showing: the datum used to calibrate the site levels levels along all site boundaries levels across the site at regular intervals floor levels of adjoining buildings (ii) full details of the proposed finished floor levels of all buildings and hard surfaces. The development shall be carried out only in accordance with the approved details. No development shall take place until full details of the finished levels, above ordnance datum, of the ground floors of the proposed buildings, in relation to existing ground levels have been submitted to and approved by the Local Planning Authority. The development shall be carried out in strict accordance with the levels approved. The reason for the condtions is:- To ensure that the development takes place in the manner contemplated by the Local Planning Authority and to retain control over any significant changes in levels within the site.
10.Prior to the commencement of the development hereby approved details of any hard surfaces to be installed shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with the approved details. The reason for the condition is :- To ensure a suitable standard of hard surface and to ensure an acceptable relationship with the landscaping.
11.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in saved policy HOU7 of the Borough Wide Local Plan and policies CS2, CS3 and CS9 of the adopted Core Strategy.
12.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
