| 1. | The provision of an outbuilding of this footprint and height in the proposed location gives the appearance of over developing the site contrary to saved policy HOU18 of the Borough Wide Local Plan. The scale and massing of the development as proposed would have a significantly detrimental affect on the character of the area being out of keeping with the spacious frontages contrary to saved policy HOU18 of the Borough Wide Local Plan. It is recognised that planting is suggested however it is assessed that the application can not be made suitable by the imposition of conditions. |

| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
