1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the plan (17.3868.115 PL01 B) received by the Local Planning Authority on 23rd August 2017. The reason for the condition is :- For the avoidance of doubt.
3.Details of a screening fence running the length of the southern and western boundary shall be submitted to and approved by the Local Planning authority and erected prior to the sub-divided hostels being occupied. The screening fence should have a height of 1.8m minimum. The reason for the condition is:- In the interests of the visual amenities of the locality
4.Unless otherwise agreed in writing by the Local Planning Authority the maximum number of tenants living across all three subdivided properties at any one time would be 10 people (not including the existing separate dwellings to the rear of the site). This would be in the format of a maximum of 2 persons in Unit 1, 4 persons in unit 2, and 4 persons in unit 3. The reason for the condition is :- To allow the LPA to retain control over the future intensity of the use of the site.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposals meet the criteria for new housing development set out in saved Policy HOU24 of the Great Yarmouth Borough-Wide Local Plan.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
