1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details contained in the planning application forms and drawing no's. 898/1, 898/2 and 898/3 received by the Local Planning Authority on 11th August 2017; the Drainage Strategy (3243), Proposed levels drawing (3243.100revP1) and private drainage construction details 1 &2 (3243.111revP1 and 3243.112revP1) received by the Local Planning Authority on the 26th January 2018; and the details as set out in the recommendations (para 7)of the Phase 1 ground Contamination Report produced by BHA Consulting and the Visqeen Gas Barrier Drawing no. GB-01 received by the Local Planning Authority on the 14th December 2017 . The reason for the condition is :- For the avoidance of doubt.
3.Prior to the first occupation of the dwellings hereby approved, the vehicular access shall be provided and thereafter retained at the position shown on the approved plan (drawing no. 898/1) in accordance with the attached highway specification (Dwg. no. TRAD 1). Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway. The reason for the condition is :- To ensure satisfactory access into the site and avoid carriage of extraneous material or surface water from or onto the highway.
4.No dwelling shall be occupied until the bin storage area has been provided in accordance with the details shown on drawing no.898/1. The bin storage area shall be retained thereafter available for that specific use. The reason for the condition is:- To ensure that the bin storage is provided.
5.Notwithstanding the submitted details, unless otherwise agreed in writing by the Local Planning Authority, the proposed private drive shall be maintained in perpetuity at a minimum width of 5.1 metres for its complete length and shall be constructed perpendicular to the highway carriageway for a minimum length of 10 metres as measured from the near edge of the highway carriageway. The reason for the condition is :- In the interest of highway safety and traffic movement.
6.The gradient of the vehicular access shall not exceed 1:12 for the first 5 metres into the site as measured from the near channel edge of the adjacent carriageway. The reason for the condition is :- In the interests of the safety of persons using the access and users of the highway.
7.Prior to the first occupation of the dwellings hereby permitted a 2.4 metre wide parallel visibility splay (as measured back from the near edge of the adjacent highway carriageway) shall be provided across the whole of the site's roadside frontage. The parallel visibility splay shall thereafter be maintained at all times free from any obstruction exceeding 0.6 metres above the level of the adjacent highway carriageway. The reason for the condition is : - In the interests of highway safety.
8.Prior to the first occupation of the dwellings hereby permitted the proposed access, private drive, on-site car parking, passing bay and turning area shall be laid out, levelled, surfaced and drained in accordance with details submitted in drawings 898/1 and the Drainage Strategy (3243), Proposed levels drawing (3243.100revP1) and private drainage construction details 1 &2 (3243.111revP1 and 3243.112revP1) received by the Local Planning Authority on the 26th January 2018;. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring areas, in the interests of highway safety.
9.Prior to the first occupation of the houses hereby approved the surface water and drainage scheme as set out in the Drainage Strategy (3243), Proposed levels drawing (3243.100revP1) and private drainage construction details 1 &2 (3243.111revP1 and 3243.112revP1) shall be constructed and implemented. All construction works shall be carried out in accordance with these approved plans. The reason for the condition is :- To ensure satisfactory drainage of the site.
10.Unless otherwise submitted to and approved in writing by the Local Planning Authority the materials used in the construction of the development shall be as per the email of 16th January 2018. The development shall be carried out using the agreed materials Wienerberger Heritage Blend and Sandtoft Neo Tuscan roof tiles and details shown in drawings 898/2 and 898/3 received by the Local Planning Authority on 11th August 2017;. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
11.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting the order) no windows or other openings (except those shown on the approved plans) shall be inserted into the walls or roofs of the dwellings hereby approved. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
12.No work shall take place on the development hereby approved outside the following hours:- 08:00 to 18:00 Monday to Friday 09:00 to 13:00 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
13.Notwithstanding the hours of work, any piling shall be completed in accordance with the methodology in the KC Piling LTD Health and Safety Method Statement and Risk Assessment Documentation received by the Local Planning Authority as part of application reference 06/17/0573/CD on the 19th September 2017. No piling shall take place outside the following hours:- 08:30 to 17:00 Monday to Friday 09:00 to 13:00 Saturday and no piling shall take place on Sundays or Bank Holidays. The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
14.No deliveries shall be taken at the site outside the following hours:- 08:30 to 18:00 Monday to Friday 09:00 to 13:00 Saturday and no deliveries shall take place on Sundays or Bank Holidays. The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
15.The flood response plan submitted with the application as part of Evans Rivers and Coastal Flood Risk Assessment received 31st July 2017, including information regarding the availability of the Environment Agency's "Floodline" flood warning scheme, shall be made available to future occupiers of the dwellings. The reason for the condition is :- In accordance with the recommendations of the flood risk assessment, to minimise the risk to the occupants in the event of flooding.
16.The trees shown as being retained on the approved landscaping scheme shall not be felled, lopped or pruned without the prior consent of the Local Planning Authority. The reason for the condition is :- In the interests of the visual amenities of the locality and the interests of the amenity of the occupiers of adjoining dwellings.
17.All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever, is the sooner, and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is:- In the interests of the visual amenities of the locality.
18.Unless otherwise submitted to and approved by the Local Planning Authority boundary treatments shall be constructed in accordance with details included in drawing no. 898/1 received by the local planning authority on the 11th August 2017. The reason for the condition is :- In the interests of the residential amenities of the occupiers of adjoining dwellings.
19.No work shall commence on the development hereby approved until any boundary walls/fences between the application site and adjoining dwellings agreed under condition 21 have been erected. The reason for the condition is :- In the interests of the residential amenities of the occupiers of adjoing dwellings.
20.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting the order) no walls, fences or other means of enclosure shall be erected within the curtilage of any dwellinghouse forward of any wall of that dwellinghouse which fronts the private drive without the prior consent of the Local Planning Authority. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
21.Notwithstanding the provision of Class A of Schedule 2, Part 2 of the Town and Country Planning (General Permitted Development) Order 1995, (or any Order revoking, amending or re-enacting that Order) no gates, bollards, chains or other means of obstruction shall be erected across the private drive unless details have first been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- In the interests of highway safety.
22.The drainage dyke adjacent to the rear of the proposed dwellings on plots 3, 4, and 5 shall be maintained and kept clear of obstruction for surface water drainage purposes unless otherwise agreed in writing with the Local Planning Authority. Future owners of the properties adjoining this drainage dyke shall be notified of the possible requirement to allow access for maintenance of the dyke. The reason for the condition is :- To ensure no adverse impact on surface water drainage in the locality.
23.REASON FOR APPROVAL OF THE APPLICATION :- The proposals meet the criteria for new housing development set out in Policies HOU7, HOU15 and HOU17 of the adopted Great Yarmouth Borough-wide Local Plan.

25.This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Council's Highway Development Management Group . Please contact Stuart French on 01603 638070. If required, street furniture will need to be repositioned at the applicant's expense. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
