| 1. | The outbuilding as proposed is 1.65m higher than the dwelling to which it relates and would be out of character with the existing dwelling by virtue of this excessive height. A two storey outbuilding within the curtilage of a single storey dwelling house would create an inappropriate relationship between the two. The out of character development would be contrary to saved policy HOU18 of the Borough Wide Local Plan by resulting in an overdevelopment of the site which is not in keeping with the character of the dwelling house. |
| 2. | The erection of a two storey outbuilding set back from the existing and historical form of sporadic historical development would have a significantly adverse effect on the character of the area contrary to saved policy HOU18 of the Borough Wide Local Plan. The Great Yarmouth Core Strategy seeks to promote distinctive and well designed places that enhance the area within which they are situated. The imposition on the landscape of a large two storey outbuilding would be contrary to this aim and contrary to policies CS9 and CS11 of the adopted Core Strategy. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
