1.A new development should be sympathetic to its surroundings and the amenities of the neighbouring properties. The proposed replacement dwelling is of a height and massing that is significantly greater than the adjacent properties meaning the proposed dwelling conflicts with the wider character of the area. This is further exacerbated by the constrained nature of the site whereby the large proposed dwelling will be positioned close to its smaller dwellings on either side. The greater size of the proposed dwelling within the constraints of the plot also has a significantly adverse impact upon the neighbours. Criterion A of policy CS9 of the adopted Core Strategy (2015) states that development should draw inspiration from the areas distinct characteristics in terms of scale, form and massing. California Crescent has a clear and established pattern of modest sized bungalows and the proposed dwelling markedly differs from this. The massing of the proposed dwelling is also considered to impose and overshadow the neighbouring properties making it contrary to criterion F of policy CS9. The development is considered to significantly and adversely affect the amenities of the neighbouring properties. Therefore the proposed dwelling is considered by the Local Planning Authority to be contrary to policy CS9 of the adopted Core Strategy (2015).
2.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
