1.Small flats can lead to a poor standard of amenity for the occupiers and create a cramped and unhealthy environment. It is considered by the Local Planning Authority that the proposed flats are not a suitable size. Flats 3 and 5 in particular are small and create a poor environment for the occupant; they provide limited provision for storage and the siting of furniture. Accordingly the proposal is considered by the Local Planning Authority to not comply with paragraph 127 of the National Planning Policy Framework. The proposal is also contrary to criterion D of saved policy HOU23 as the proposed flats are situated within a line of multi-occupied units of accommodation thus forming part of a cluster. Clusters of multi-use properties are resisted under this policy so accordingly the proposal is considered contrary to saved policy HOU23 of the Borough Wide Local Plan. Consequently the application is recommended for refusal as it does not conform to paragraph 127 of the National Planning Policy Framework and saved policy HOU23 of the Borough Wide Local Plan (2001).
2.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
