| 1. | The proposed self-contained annex by virtue of its excessive height, and uncharacteristically bulky design of roof in relation to the ground floor structure, and the full height glazed projecting gable would form an incongruous addition to the street scene which would be harmful to the character and appearance of the area. The massing of such a large roof structure over a relatively low wall and eaves level is not characteristic of the vicinity, nor is it considered to be aesthetically attractive, it is however considered to form an over-dominant addition to the street scene. In addition the excessive height and massing in close proximity to the boundary with No. 38 Busseys Loke is considered to form an over-dominant for of development which would harm the amenity of this neighbouring residential property. The proposed development is therefore considered to be contrary to policy CS 9 (A&F) of the adopted Great Yarmouth Local Plan - Core Strategy (2015) and saved policy HOU18 (A, B & C) of the Great Yarmouth Borough Wide Local Plan 2001. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. The council raised with the planning agent the possibility of amending the application to form a single storey self contained annex through a modest extension to the garage which would result in a scheme more in keeping with the height and design of surrounding buildings. The applicant did not wish to compromise on the proposal or amend the scheme. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
