1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the plan received by the Local Planning Authority on the 6th July 2017. The reason for the condition is :- For the avoidance of doubt.
3.The living accommodation hereby approved shall be incidental to the use of the main dwelling, known as 2 Evans Lombe Close, Repps, Great Yarmouth NR29 5JR and shall not be occupied as separate or un-associated unit of accommodation or used as holiday accommodation. The annex hereby approved shall be occupied by family members of the main dwelling only. The reason for the condition is :- In the interests of highway safety and to ensure that the unit of accommodation is not occupied as an independent unit of accommodation.
4.Prior to the commencement of the use hereby permitted sufficient space shall be retained within the site to enable two standard size family cars to park. This area shall be levelled, surfaced and drained and retained thereafter available for that specific use. The reason for the condition is :- In the interests of satisfactory development and highway safety.
5.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) no means of enclosure shall be erected within the boundary of the property without the prior consent of the Local Planning Authority. The reason for the condition is:- To ensure that the land is not subdivided as there is insufficient curtilage for subdivision and to retain the annex hereby approved in a manner that is incidental to the enjoyment of the dwelling house and not a separate unit of accommodation.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
7.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
