| 1. | The development as proposed involves an extension to an existing B8 storage unit located within the open countryside to create an isolated new dwelling in an unsustainable location contrary to Local and National Planning policy. The increase of the floor area by extension of the building by five times the existing floor area is contrary to saved policy HOU11 of the Borough Wide Local Plan as it demonstrates that the conversion is not possible without significant and extensive extension to the existing building. The increase in size of the existing building by such an amount would have a significantly detrimental adverse impact on the character of the area and would be an intrusive urbanisation into the open countryside which is contrary to the National Planning Policy Framework, saved Local Plan Policies within the Borough Wide Local Plan and the Core Strategy. The detrimental impact is exacerbated by the natural land slope which peaks at the application site causing further detrimental impact to the character and appearance of the area. |
| 2. | The creation of an isolated dwelling within the open countryside is contrary to the National Planning Policy Framework in specific paragraph 55 and the Core Principles of the Framework as the dwelling as proposed would be in an isolated unsustainable location. The creation of a dwelling in an unsustainable location is contrary to policy CS2 and CS1 of the Core Strategy. There has been no attempt to comply with saved policy HOU10 of the Borough Wide Local Plan and therefore the application is contrary to this policy. |
| 3. | The proposed extensions to the building would constitute an over development of the site. This is further exacerbated by the proposed use which would introduce domestic features to the site which would have a further cumulative adverse impact on the character of the area. The overdevelopment of the site leaves no useable amenity land for the proposed use and does not provide a quality of living accommodation being unsustainable, reliant on car for amenities, set outside of the built environment and with severely restricted living conditions. The application is not supported by any local or national planning policies and is contrary to the Core Principles of the National Planning Policy Framework. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
