1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the plans (reference 7740 07 and 7740 06) and forms received by the Local Planning Authority on the 14th June 2017. The reason for the condition is :- For the avoidance of doubt.
3.The accommodation hereby approved shall be used for holiday occupancy only and shall at no time be utilised as permanent residential living accommodation. The reason for the condition is:- For the avoidance of doubt.
4.Notwithstanding the approved plans no mobile units or holiday accommodation of any kind shall be located within 8 metres of the boundary of the application site and the property known as St Catherines, 41 Beach Road Hemsby. The reason for the condition is:- To reduce the potential impact of noise nuisance at the residential address.
5.Prior to the occupation of the development hereby approved details of on-site information boards detailing information explaining the sensitive nature of Great Yarmouth and North Denes SPA and Winterton-Horsey Dunes SAC shall be submitted to and approved by the Local Planning Authority in consultation with Natural England. These signs shall be erected prior to the occupation of any part of the development hereby approved. The reason for the condition is:- To ensure that visitors are informed of the sensitive nature of Great Yarmouth and North Denes SPA and Winterton-Horsey Dunes SAC.
6.Prior to the commencement of the use hereby permitted the proposed access, on-site car parking, servicing, loading, unloading, turning and waiting area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and surface water drainage system required at condition 8 of this planning permission and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
7.No development shall commence until a scheme has been submitted to and approved by the Local Planning Authority in consultation with Norfolk Fire and Rescue Service detailing the type and location of a fire hydrant to be provided on site. The fire hydrant shall be installed in accordance with the approved details prior to the first occupation of the holiday units hereby approved. The reason for the condition is :- To ensure adequate water infrastructure provision is made on site for the local fire service to tackle any property fire.
8.Development shall not begin until a surface water drainage scheme for the site, based on a sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development, has been submitted to and approved in writing by the Local Planning Authority. The scheme shall be completed in its entirety in accordance with the approved details prior to the occupation of the holiday units hereby approved. The scheme shall also include:- a) Soakage tests should be undertaken at the location, and to the anticipated depths, of the proposed infiltration devices, using the test pit method outlined in in BRE Digest 365. b) Calculations shall be submitted to demonstrate that the proposed surface water management scheme has been adequately sized to accommodate the critical duration 1 in 100 years rainfall event (incorporating the recommended allowances for the potential impacts of climate change). Each filtration device shall be designed on the basis of the slowest soakage rate achieved at each location. c) Plans and drawings shall be submitted showing the locations and dimensions of all aspects of the proposed water surface water management schemes. The locations, extents and depths of above ground temporary storage attenuation areas should be clearly marked. d) Details of how the scheme shall be maintained and manged after completion. The reason for the condition is:- To prevent increased risk of flooding, to improve water quality, improve habitat and amenity, and ensure future maintenance of the surface water drainage system.
9.Prior to the commencement of the use of the housekeepers store as shown on the approved plans details of the proposed boundary treatments to the eastern and southern boundaries are to be submitted to and approved by the Local Planning Authority. The boundary treatments are to be erected in accordance with the approved details prior to the commencement of the use of the building hereby approved. The reason for the condition is:- In the interest of the amenities of the occupiers of the adjoining properties.
10.Prior to the commencement of the development so far as it relates to the facilities building as shown on the approved plan (reference 7740 06) details of all external appearance of the facilities building, by way of scale drawings, shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with these details. The reason for the condition is:- These details did not form part of the application and are required to ensure a satisfactory form of development.
11.The housekeepers store shall not be accessed outside of the following times: 07:00 - 22:00 Monday to Saturday 08:00 - 22:00 Sundays and Bank Holidays. The reason for the condition is:- In the interest of the amenities of the occupiers of the adjoining properties.
12.No external extraction is to be installed at the facilities building without the prior written consent of the Local Planning Authority. The reason for the condition is:- To ensure that odour does not escape the site and adversely effect the amenities of nearby residential properties.
13.Prior to the commencement of the development so far as it relates to the archery tent as shown on the approved plan (reference 7740 06) details of all external appearance of the archery tent, by way of scale drawings, shall be submitted to and approved by the Local Planning Authority. The development shall be carried out in accordance with these details. The reason for the condition is:- These details did not form part of the application and are required to ensure a satisfactory form of development.
14.No external lighting is to be installed without the prior consent of the Local Planning Authority in consultation with Environmental Health. Details shall include the types of light appearance, position, illumination levels and light spillage. The reason for the condition is:- To ensure that the levels of external lighting do not adversely affect the amenities and character of the area.
15.No works for the erection of the facilities building shall commence until a detailed scheme of works for noise attenuation for any external mechanical equipment, including but not limited to ventilation and extraction, has been submitted to and approved by the Local Planning Authority. The development shall be carried out in strict accordance with the details approved and maintained thereafter in perpetuity. The reason for the condition is:- To ensure that noise levels produced by external mechanical equipment do not adversely affect the amenities of nearby occupants.
16.No works for the erection of the facilities building shall commence until a detailed scheme of works for noise attenuation for the karts as identified on the approved plans has been submitted to and approved by the Local Planning Authority. The development shall be carried out in strict accordance with the details approved and maintained thereafter in perpetuity. The reason for the condition is:- To ensure that noise levels produced by external mechanical equipment do not adversely affect the amenities of nearby occupants.
17.Prior to the commencement of the development hereby approved details of soft landscaping shall be submitted to and approved by the Local Planning Authority. The soft landscaping shall be carried out in accordance with these details prior to the commencement of the use of any part of the development hereby approved. Any trees or plants that die, become seriously damaged, diseased or are removed within five years of the occupation of the development shall be replaced in the next planting season with a tree or plant of species and maturity to match that of the tree or plant being replaced or another species and maturity if agreed in writing with the Local Planning Authority. The reason for the condition is:- To ensure that the details required as submitted to enhance and protect the character of the area as they were not submitted at the time of the application.
18.The new units of holiday accommodation hereby approved shall only be occupied for holiday purposes and shall not be occupied during the period from the 14th January to the 1st March in any year. The reason for the condition is:- To ensure that the units of holiday accommodation do not become permanent residential accommodation and to tie in with other recently approved holiday accommodation on the same site.
19.No development shall commence until a foul water strategy has been submitted to and approved in writing by the Local Planning Authority in consultation with Anglian Water. The development hereby approved shall not be occupied until the works have been carried out in accordance with the foul water strategy so approved unless otherwise approved in writing by the Local Planning Authority. The reason for the condition is:- To prevent environmental amenity problems arising from flooding.
20.Notwithstanding the information submitted within the Design and Access Statement the application is for caravans and does not convey consent for lodges. The caravans are to be of a maximum floor area as identified on plan reference 7740 06 and shall be single storey only. The reason for the condition is:- For the avoidance of doubt.
21.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
22.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in policies CS1, CS2 and CS8 of the adopted Core Strategy.
