| 1. | The application is for ground floor alterations to an existing outbuilding to create an annexe however the structure is a significant size being two storeys, having two bedrooms and has a significant level of living space meaning it is no longer subservient to the main dwelling and would constitute a new dwelling in its own right. Accordingly the resultant use would be different to what was proposed. As the annexe is not subservient to the main dwelling it is not considered in accordance with criterion A of saved policy HOU18 of the Borough Wide Local Plan. Furthermore Caister House is a listed building and its large grounds form part of its character. The subdivision of the curtilage of the listed building would detract from its setting and impact upon its wider character. This is contrary to the aims of policy CS10 of the adopted Core Strategy in that its fails to conserve and enhance a historic asset. The proposed annexe would have its own gated access separate to the main dwelling and would contain enough facilities to be self-contained. Accordingly it is considered by the Local Planning Authority not remain sufficient linked to the existing dwelling and not an annexe. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
