1.The proposed amendments to the design of the dwelling on this site would not accord with the provisions of Policy CS9 of the Great Yarmouth Local Plan: Core Strategy and saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan in that the resulting scale and appearance of the dwelling would not enhance the form and character of the area and would result in an over-development of the site. The proposal is therefore contrary to Policy CS9 and saved Policy HOU18 which seek to encourage well designed and distinctive places that are in keeping with the character of the surrounding area. In addition to this the proposal is considered contrary to the Core Planning Principles of paragraph 17 of the National Planning Policy Framework which seek to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the National Planning Policy Framework, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent a sustainable or an acceptable form of development and has been refused for the reasons set out above.
