No.Condition Text
.The proposed flat is not considered to create a suitable standard of living due to their cramped form and layout that provides an insufficient environment for the occupiers. Rooms such as the sole bedroom and the kitchen are not deemed of a sufficient size creating an unsuitable space for everyday tasks and an oppressive environment contrary to the aims of paragraph 17 of the National Planning Policy Framework.
.The property will be reliant upon roof lights in almost all rooms which in itself does not create a good standard of amenity. This is further compounded as a single storey structure with larger structures either side, the occupants will be overshadowed and potentially overlooked by these properties. Accordingly the development is considered contrary to policy HOU7 and the paragraph 17 of the National Planning Policy Framework.
.The property lacks suitable space in which to situate a bin. The courtyard area is only accessible through the house meaning the bins would either need to be taken through the property or stored within the narrow rows and neither approach is considered suitable. Consequently the application is refused as it does not comply with saved policy HOU7 of the Borough Wide Local Plan and Paragraph 17 of the National Planning Policy Framework.
.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
