1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details contained in the planning application forms, Design and Access Statement and drawings received by the Local Planning Authority on 5th May 2017. The reason for the condition is :- For the avoidance of doubt.
3.No access ramp or similar shall be constructed until details have been submitted to and agreed in writing by the Local Planning Authority in consultation with the Highway Authority. The ramp shall be constructed in accordance with the approved details. The reason for the condition is :- In the interests of highway safety and satisfactory development.
4.Notwithstanding the provisions of Class D1 of the Town and Country Planning Use Classes Order 1987 (as amended) and The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) (or any Order revoking or re-enacting those Orders), the building involved in the planning application shall only be used as an educational/community resource for people with additional needs and local community groups and shall not be used for any other purpose without the prior consent of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over the use of the premises.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of Policy CS15 of the Great Yarmouth Local Plan: Core Strategy.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
