1.Saved policy HOU7 of the Borough Wide Local Plan (criterion A) states that new proposals should not be significantly detrimental to the form, character and setting of the settlement. The proposed development is considered contrary to the established formal layout of the surrounding area and constitutes a form of back land development which is unsympathetic to the character. Policy CS9 of the adopted Core Strategy states that new development should draw inspiration from its surroundings which the proposal does not do.
2.Saved Policy HOU7 of the Borough Wide Local Plan (criterion C) states that residential developments must have a suitable access whilst criterion E states that a development must not be significantly adverse to the amenities of both the neighbours and the users of the land. The access road is positioned close to the adjacent property creating an adverse level of noise and disturbance to the occupier of the donor property. Consequently the application is considered contrary to saved policies HOU07 and HOU17 of the Borough Wide Local Plan and policy CS9 of the adopted Core Strategy.
