| 1. | Criterion A of policy CS9 of the adopted Core Strategy states that development should draw inspiration from the areas distinct characteristics in terms of scale, form and massing. California Crescent has a clear and established pattern of bungalows. The proposed dwelling is a two storey house with a scale, massing and form clearly different and unsympathetic to its surroundings. |
| 2. | Policy CS9 is supported by saved policy HOU20 of the Borough Wide Local Plan which governs the replacement of dwellings outside the village development limits. The policy states that new developments should be sympathetic to its surroundings and in addition there are restrictions on the creation of floor area. This proposal does not conform to either of these aims. |
| 3. | The massing of the proposed dwelling is also considered to impose and overshadow the neighbouring properties making it contrary to criterion F of policy CS9. The development is considered to significantly and adversely affect the amenities of the neighbouring properties.
Consequently the application has been refused for not complying with adopted local policy.

Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
