| 1. | Criterion D of policy SHP8 of the Borough Wide Local Plan requires all extensions to shops to be in keeping with the scale, design and appearance of the area. Policy CS9 of the adopted Core Strategy states that a development should draw inspiration from its surroundings. The development is considered unsympathetic to the established street pattern and is considered contrary to the residential character and layout of the road. A car park set into the end of a residential cul-de-sac is significantly detrimental to the appearance of the area. |
| 2. | In addition criterion C of policy SHP8 states that a shop expansion should not be significantly detrimental to the occupiers of the nearby properties. Policy CS9 further states that a development should seek to protect the amenities of existing and future residents. It is considered that an expanded parking area into a residential street will be significantly detrimental in terms of out noise disturbance, outlook and amenity. |
| 3. | The proposal will result in the loss of a residential property in a location designated for residential use.
Consequently the proposal has been refused as it does not meet the requirements of saved policy SHP8 of the Borough Wide Local Plan and policy CS9 of the Adopted Core Strategy.

| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
