1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the revised plans received by the Local Planning Authority on the 12th May 2017. The reason for the condition is :- For the avoidance of doubt.
3.Prior to the commencement of the uses hereby approved details of the screening of the bin store area are to be submitted to and approved by the Local Planning Authority. The screening shall be erected in accordance with the agreed details prior to the commencement of any of the uses hereby approved and the bin store shall remain available in perpetuity. The bin store shall be located in the position shown on the revised plan received by the Local Planning Authority on the 10th May 2017 and the screening details as approved by the Local Planning Authority. The reason for the condition is:- To ensure adequate bin storage.
4.Prior to the commencement of the use hereby permitted sufficient space shall be provided within the site to enable 18 standard size family cars to park, turn and re-enter the highway in a forward gear. This area shall be levelled, surfaced and drained in accordance with a detailed scheme submitted to and approved in writing by the Local Planning Authority, in consultation with the Highway Authority, and retained thereafter available for that specific use. The reason for the condition is:- In the interests of satisfactory development and highway safety.
5.No part of the proposed structure (to include fascia board / rainwater goods and guttering) shall overhang or encroach upon highway land and no gate / door / ground floor window if installed shall open outwards over the highway. The reason for the condition is :- In the interests of highway safety.
6.No building works are to take place outside of the following hours: 08:00 to 18:00 Monday to Friday 09:00 to 13:00 Saturday No works to take place on Sundays or Public Holidays. The reason for the condition is:- To ensure that the building works do not create nuisance.
7.The flood response plan received by the Local Planning Authority on the 8th March 2017 shall be made available to management and staff of the building at all times the business is in use. The reason for the condition is:- To protect the safety of persons using the building.
8.Prior to the bricking up of the openings on the eastern elevation details of the exact materials shall be submitted to and approved by the Local Planning Authority. The bricking up as annotated on the approved plan shall be carried out in accordance with these details. The reason for the condition is:- To ensure adequate materials are used.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
10.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out in Policies CS6, CS7, CS8, CS9 and CS10 of the Great Yarmouth Core Strategy.
