1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plans (drawing reference 16/7141/013 and 16/7141/012) received by the Local Planning Authority on the 3 April 2017 and the revised plan (drawing reference 16/7141/011/A) received by the Local Planning Authority on the 2 May 2017. The reason for the condition is :- For the avoidance of doubt.
3.Prior to the commencement of the use hereby permitted a visibility splay shall be provided in full accordance with the details indicated on the approved plan (16/7141/011 Rev A). The splay shall thereafter be maintained free from any obstruction exceeding 0.6 metres above the level of the adjacent highway carriageway. The reason for the condition is :- In the interests of highway safety.
4.Prior to the commencement of the use hereby permitted the proposed on-site car parking shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
5.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking or re-enacting that Order) nor the Town and Country Planning (Use Classes) Order 1987 the farm shop hereby approved shall not be used otherwise than for the sale of goods produced in Mill Farm without the prior approval of the Local Planning Authority. Upon the cessation of the farm shop use, the farm shop shall be incorporated as a residential use in connection to 68 North Road. The reason for the condition is:- To ensure the retention of a use suitable within this location.
6.The accommodation as extended (not including the area marked as farm shop on the approved plan) shall be used as a single residential property only. The reason for the condition is :- In the interests of clarity.
7.The farm shop hereby approved shall not be open to the public outside the following hours: 08:00 to 17:00 Monday to Friday 08:30 to 13:30 Saturday The shop shall not be open Sundays and Bank Holidays The reason for the condition is :- In the interests of residential amenity.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in saved policy SHP10 and HOU18 of the Borough Wide Local Plan.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
