| 1. | Criterion A of saved policy HOU07 of the Borough Wide Local Plan states that the proposal should not be significantly detrimental to the character of the area. The existing landscaping and site layout creates an attractive space that helps break up the residential properties and provides a positive impact to the street scene. The removal of the landscaping and the erection of a new dwelling will be a significant loss to the surrounding area and the construction of a dwelling will create a hard urban edge adjacent the footpath. In addition the new two storey dwelling and an increase in the density of the site will also adversely affect the character. The proposal is also considered to not conform to policy CS9 of the adopted Core Strategy, criterion G states that new development should look to enhance landscape features. Green infrastructure is important to retain within a urban landscape and the loss of these green spaces are considered by the Local Planning Authority to have an unacceptable impact upon the character of the area. |
| 2. | Criterion E of policy CS1 of the adopted Core Strategy aims to create safe and accessible places through the promotion healthy lifestyles and provides easy access to facilities. This is also supported by the aims of policy CS15. The loss of the landscaping and the construction of a new property close to a public walkway will make the footpath and surrounding visual character less attractive to walkers and thus fail to promote a healthy lifestyle. Consequently the application is considered contrary to saved policy HOU07 of the Borough Wide Local Plan and policy CS1 of the adopted Core Strategy. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
