| 1. | By virtue of the proposed extensions over-dominance and lack of subservience to the host property and adjoining mirrored semi-detached property, the proposal would cause significant harm to the character and appearance of the host property, street scene and rural setting. Through the increase in the width of the property by more than that of the host dwelling, the scale and massing of the extension is not subservient to the original semi-detached rural cottage which would result in the loss of any balance and positive visual amenity between the pair of semi-detached cottages in this prominent rural location. The scheme is considered therefore to be contrary to saved policy HOU18 of the Great Yarmouth Borough ¿ Wide Local Plan and adopted policy CS9 of the Great Yarmouth Local Plan ¿ Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
