1.The proposal to convert the top floor of 46 St Georges Road into a house in multiple occupation which is considered contrary to criteria (E) and (F) of saved Policy HOU23 of the Great Yarmouth Borough-Wide Local Plan in that the proposal is adjacent a dwelling used as a single unit of family accommodation and the intensification of use would be likely to cause disturbance to the occupiers of the adjoining dwelling. In addition the proposed house of multiple occupation is considered contrary to paragraph 17 of the National Planning Policy Framework as the layout of the HMO does not create a good standard of amenity. The bin storage was not considered accessible for the occupants and there is limited communal living space. Furthermore no details regarding noise insulation have been provided. Consequently the application is considered contrary to the aims of saved policy HOU23 of the Borough Wide Local Plan and paragraph 17 of the National Planning Policy Framework.
2.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
