| 1. | The applicant has failed to demonstrate that sustainable drainage has been considered and that Suds, the preferred method of drainage as stated within the NPPF and the Core Strategy, could be provided and as such the development is contrary to policy CS13 c) of the adopted Core Strategy and paragraph 103 of the National Planning Policy Framework. |
| 2. | The sizes of the proposed dwellings do not provide adequate living accommodation and is therefore contrary to the National Planning Policy Framework and Core Strategy in the promotion of high quality and well-designed places which are beneficial and encourage a good quality of life. There will be an increase in overlooking and the building will have an overbearing effect on existing buildings contrary to saved policy HOU7 of the Borough Wide Local Plan. |
| 3. | The height of the proposed development, as a stand-alone building set aside from others of similar massing, is out of proportion with the surrounding area and will have a significant adverse impact on the character of the area . The height, coupled with the design, would be significantly detrimental to the character of the area by the scale and massing being so imposing on the street scene and wider vantage that one of the primary gateways to the town would be permanently scarred for future generations contrary to policy CS9 of the adopted Core Strategy and saved policy HOU7 of the Borough Wide Local Plan. The overintense use of the site by inappropriate scale and massing with inappropriate design would be contrary to the National Planning Policy Framework and the adopted Core Strategy at policies CS1 and CS9 and saved policy HOU7 of the Borough Wide Local Plan. The layout and density does not appropriately reflect the characteristics of the site or the surrounding area and is contrary to policy CS3 of the adopted Core Strategy. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
