| 2. | The development shall be carried out in accordance with the revised drawing no's. 20162/5 Rev. A and 20162/6 Rev. A received by the Local Planning Authority on 8th March 2017.

| 3. | Vehicular, pedestrian and cyclist access to and egress from the adjoining highway shall be limited to the access shown on drawing no. 2016/6 Rev. A only. Any other accesses or egresses shall be permanently closed and the footway/highway verge shall be reinstated in accordance with a detailed scheme to be agreed with the Local Planning Authority in consultation with the Highway Authority, concurrently with the bringing into use of the new access.

| 4. | Notwithstanding the details indicated on the submitted drawings, no works shall commence on site (unless otherwise agreed in writing) until a detailed scheme for the off-site highway improvement works as indicated on drawing no. 2016/6 Rev. A (namely access modification, existing access closure, footway link and visibility land dedication, Crab Lane) has been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority.
The reason for the condition is :-
To ensure that the highway improvement works are designed to an appropriate standard in the interest of highway safety and to protect the environment of the local highway corridor. |
| 5. | Prior to the first occupation of the development hereby permitted, the off-site highway improvement works referred to in condition 4 of this permission shall be completed to the written satisfaction of the Local Planning Authority in consultation with the Highway Authority.
The reason for the condition is :-
To ensure that the highway network is adequate to cater for the development proposed. |
| 6. | Prior to the first occupation of the dwellings hereby permitted, the vehicular access (indicated for improvement on drawing no. 2016/6 Rev. A) shall be modified to a minimum width of 5 metres and provided with kerb radii of 6 metres in accordance with the Norfolk County Council residential access construction specification for the first 10 metres as measured back from the near channel edge of the adjacent carriageway. Arrangement shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway.

| 7. | Notwithstanding the submitted details (unless otherwise agreed in writing by the Local Planning Authority) the proposed private drive shall be maintained in perpetuity at a minimum width of 5 metres for a minimum length of 10 metres as measured from the near edge of the highway carriageway and shall be constructed perpendicular to the highway carriageway for that said distance.

| 8. | Prior to the first occupation of the development hereby permitted, the visibility splays (59m x 2.4m x 59m Beccles Road) shall be provided in full accordance with the details indicated on the approved plan (drawing no. 2016/6 Rev A). The splays shall thereafter be maintained at all times free from any obstruction exceeding 1.00 metre above the level of the adjacent highway carriageway.

| 9. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) garage accommodation on the site shall be provided with minimum internal dimensions measuring 3m x 7m and shall be retained as such thereafter.
The reason for the condition is :-
To minimise the potential for on-street parking and thereby safeguard the interest of safety and convenience of road users. |
| 10. | Prior to the first occupation of the development hereby permitted, the proposed access, on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.
The reason for the condition is :-
To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety. |
| 11. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposals meet the criteria for new housing development set out in saved Policy HOU7 of the Great Yarmouth Borough-wide Local Plan and Policies CS1 and CS2 of the Great Yarmouth Local Plan: Core Strategy. |
| 12. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF. |
| 13. | NOTES - Please read the following notes carefully:-
1) The applicant is reminded of the need to fully comply with conditions 4, 5, 13 and 14 of the outline consent approved on 19th September 2016, reference: 06/16/0442/O.
2) It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. This development involves work to the public highway that can only be undertaken within the scope of a Legal Agreement between the applicant and the County Council. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary Agreements under the Highways Act 1980 are also obtained. Advice on this matter can be obtained from the County Council's Highways Development Management Group based at County Hall in Norwich. Please contact Developer Services on 0344 800 8020.
Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
If required, street furniture will need to be repositioned at the applicant's expense.
3) This proposal involves excavations adjacent to the public highway. It is an OFFENCE to carry out any works that may affect the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council.
