1.The proposed change of use of the property to a 7 bedroom HMO is considered to be contrary to saved policy HOU23 part E and F of the Great Yarmouth Borough Wide Local Plan by virtue of the over intensification of the use of the building causing potential for associated noise and nuisance which would result in significant detriment to the occupiers of adjoining neighbouring dwellinghouses, which are single units of accomodation. The change of use is therefore considered by the Local Planning Authority to be contrary to saved policy HOU23 part E and F of the Great Yarmouth Borough Wide Local Plan.
2.The proposed change of use of the property, to a 7 bedroom HMO by virtue of the over intensification of the use of the building including rooms with internal division (room 5), and restricted internal space (rooms 3&4) would not provide for an adequate quality of accommodation for future residents. The change of use is therefore considered the Local Planning Authority to be contrary to saved policy HOU23 of the Great Yarmouth Borough Wide Local Plan and not compliant with the National Planning Policy Framework, in particular paragraph 17 which requires development to "always seek to secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings".
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
