1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details as set out in the application forms, design and access statement and plans (1850/4, 5, & 6) received by the Local Planning Authority on 12th July 2017. The reason for the condition is :- For the avoidance of doubt.
3.No work shall commence until samples and specifications of materials proposed to be used in the external construction of the development hereby approved have been submitted to and approved by the Local Planning Authority. The development shall be carried out using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
4.Notwithstanding the details set out in the drawings showing the layout as having the capability of being self sufficient the extensions approved and the original hotel shall be used for holiday purposes only and the use shall fall within the use class C1 as defined by the Town and Country Planning (Use Classes) Order 1987 (as amended). The reason for the condition is :- To ensure the rooms approved in the extended hotel are not used as permanent residential accommodation.
5.The accommodation units shall be used for holiday purposes only and no unit shall be occupied for more than 28 days at any one time without the prior written approval of the Local Planning Authority. The reason for the condition is :- The rooms approved as part of the extensions hereby approved are part of a hotel, and are not of the size or amenity which would adequately lend itself to use as permanent residential accommodation.
6.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of policy
7.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
8.NOTES - Please read the following notes carefully:- Building control have commented on the application and have stated that the scheme would not meet the relevant building regulation, some of the many reasons are listed below. - Building control would consider the works to be flat conversions - No escape through reception - room layouts are none complaint - Stair width not wide enough - seperate basement stair - No lobby protection - Requires secondary stair Many of these alterations are internal and would not in principle require planning consent. However if a secondary stair case is required, and is located externally this would require planning consent and may not be policy compliant. Therefore whilst the proposal not complying with current building regulations is not a reason to refuse the scheme, in approving this application, it does not mean that the LPA would automatically approve in the future subsequent planning applications where required to bring the development in line with the building regulations.
