1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details contained in the planning application forms and drawing no's. 5216 50, 5216 51, 5216 52 rev. A, 5216 53 rev. B, 5216 54 rev. B, 5216 55 rev. C and 5216 56 rev. B received by the Local Planning Authority on 12th December 2016. The reason for the condition is :- For the avoidance of doubt.
3.No work shall commence until the exact types and colours of the materials have been submitted to and approved by the Local Planning Authority. The development shall be carried out using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
4.Prior to the first occupation of the dwellings hereby permitted, the proposed access, on-site car and cycle parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with details to be submitted to and approved by the Local Planning Authority and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of Policy CS4 of the Great Yarmouth Local Plan: Core Strategy.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
