| 1. | Saved policy HOU18 of the Borough Wide Local Plan (2001) requires all development to relate satisfactorily to the neighbouring properties and the wider character of the area. The development is considered too large in its scale and massing creating a development which will impose on the immediate neighbours resulting in a significant loss of amenities. The imposing property will reduce the enjoyment of these adjacent properties and create an enclosed environment. In addition the extension will result in a loss of privacy. The proposed extension would be considered unsympathetic to the character of the area as it would create a structure too large when considered in the context of the environment. Accordingly the development is not considered to conform to policy HOU18 of the Borough Wide Local Plan. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
