1.The restricted size of the land produces a contrived development which is out of character in scale, appearance and density with the surrounding area contrary to saved policy HOU7 of Great Yarmouth¿s Borough Wide Plan. The poor quality layout and design would severely harm the amenity of occupants of the adjoining properties through loss of light, outlook and privacy, and would provide no vehicular parking for future residents contrary to saved policies HOU7, HOU16 of the Borough Wide Local Plan and policy CS9 of the Core Strategy.
2.The application site is located within Flood Zones 2 and 3, Paragraph 100 of the National Planning Policy Framework (NPPF) states that inappropriate development in areas at risk of flooding should be avoided by directing development away from areas at highest risk, Paragraph 101 of the NPPF states that development should not be allocated or permitted if there are reasonably available sites appropriate for the proposed development in areas with a lower probability of flooding. The proposal fails the Sequential Test for flooding as there are reasonably available sites appropriate for the proposed development within the development limits and with a lower risk of flooding. The proposal is therefore contrary to flooding guidance within the National Planning Policy Framework.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
