| 1. | No development whatsoever shall take place until full details of the landscaping of the development (herein after referred to as the reserved matters) have been submitted to and approved by the Local Planning Authority and the development shall be carried out strictly in accordance with such approved details.

| 2. | Application for approval of reserved matters must be made not later than the expiration of three years beginning with the date of this permission and the development must be begun not later than the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved.
The reason for this condition:-
The time limit condition is imposed in order to comply with the requirements of Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 3. | The development shall be carried out in accordance with the details contained in the planning application forms and drawings no's 08 and 09 received by the Local Planning Authority on 11th August 2016, drawing no. 15 received on 28th September 2017 and the revised drawings no's 08 and 22 received on 21st June 2018.

| 4. | No development shall take place until full details of the design and location of bat and bird boxes have been submitted in accordance with the recommendations of the submitted Preliminary Ecological Appraisal dated 15th October 2015. The bat and bird boxes shall be installed in accordance with the approved details prior to the first occupation of the dwellings hereby approved.

In order to enhance the ecological value of the site. |
| 5. | No development shall take place until a scheme has been submitted for a fire hydrant on the development in a location to be agreed by the Local Planning Authority in consultation with Norfolk Fire and Rescue Service.
The reason for the condition is :-
To ensure adequate water infrastructure provision is made on site for the local fire service to tackle any property fire. |
| 6. | No development shall take place until an archaeological written scheme of investigation has been submitted to and approved in writing by the Local Planning Authority. The scheme shall include an assessment of significance and research questions; and 1) The programme and methodology of site investigation and recording, 2) The programme for post investigation assessment, 3) Provision to be made for analysis of the site investigation and recording, 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation, 5) Provision to be made for archive deposition of the analysis and records of the site investigation and 6) Nomination of a competent person or persons/organisation to undertake the works set out within the written scheme of investigation.

In order to enable investigation and recording of this site of archaeological interest to take place during the period of building works. |
| 7. | No development shall take place other than in accordance with the written scheme of investigation approved under condition 6 of this permission.

| 8. | The dwellings shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the archaeological written scheme of investigation approved under condition 6 and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured.
The reason for the condition is :-
In order to enable investigation and recording of this site of archaeological interest to take place during the period of building works. |
| 9. | No works shall commence on the dwellings hereby permitted until such time as details of the construction, surfacing and drainage of the new access road have been submitted to and approved in writing by the Local Planning Authority. The details shall provide for a 'no-dig' construction method within the root protection areas of the trees numbered T7 to T11 on the Tree Constraints Plan included with the submitted Arboricultural Report dated 16th January 2017. All construction works shall be carried out in accordance with the approved details.

To ensure satisfactory access to the site and to prevent damage to protected trees. |
| 10. | Prior to the commencement of the development hereby permitted, protective fencing shall be erected around the individual trees to be retained and the woodland area to the south of the site in accordance with the details contained in the Arboricultural Method Statement section of the submitted Arboricultural Report dated 16th January 2017. The protective fencing shall be maintained during the entire course of construction.

To ensure that no damage occurs to the trees during the course of construction. |
| 11. | Prior to the commencement of the development hereby permitted the vehicular access (indicated for improvement on drawing no. 15) shall be upgraded to a minimum width of 4.5 metres in accordance with the attached Norfolk County Council residential access construction specification (TRAD 5) for the first 5 metres as measured back from the near channel edge of the adjacent carriageway. The remainder of the existing access shall be permanently closed and the footway/highway verge shall be reinstated in accordance with a detailed scheme to be agreed by the Local Planning Authority in consultation with the Highway Authority. Arrangement shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge onto the highway carriageway.

| 12. | Notwithstanding the submitted details, unless otherwise agreed in writing by the Local Planning Authority, the proposed private drive shall be maintained in perpetuity at a minimum width of 4.5 metres for a minimum length of 10 metres as measured from the near edge of the highway carriageway and shall be constructed perpendicular (+ or - 10 degrees) to the highway carriageway for that said distance.

| 13. | Prior to the first occupation of the dwellings hereby permitted, a visibility splay measuring 2.4 x 43 metres shall be provided to each side of the access where it meets the highway and such splays shall thereafter be maintained at all times free from any obstruction exceeding 0.225 metres above the level of the adjacent highway carriageway.

| 14. | Prior to the first occupation of the dwellings hereby permitted, the proposed access, on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.

To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety. |
| 15. | Notwithstanding the provisions of Class A of Schedule 2, Part 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015, (or any Order revoking, amending or re-enacting that Order) no gates, bollard, chain or other means of obstruction shall be erected across the approved access unless details have first been submitted to and approved by the Local Planning Authority.

| 16. | Lighting of the construction site at night shall be minimised as far as is practicable.
The reason for the condition is :-
In order to reduce the risk of possible disruption to nocturnal animals. |
| 17. | As far as is practicable construction materials shall be stored off the ground on pallets.
The reason for the condition is :-
In order to prevent the provision of shelter for animals and subsequent harm when materials are moved. |
| 18. | Construction work and deliveries to the site shall not take place outside the following hours:-
07:30 to 18:00 Monday to Friday
08:30 to 13:00 Saturday
and no work shall take place on Sundays or Bank Holidays.
(These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property)

| 19. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the criteria of the Interim Housing Land Supply Policy and Policies CS1 and CS2 of the Great Yarmouth Local Plan: Core Strategy. |
| 20. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF. |
| 21. | NOTES - Please read the following notes carefully:-
1) This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing.
It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Council's Highway Development Management Group. Please contact Developer Services on 0344 800 8020.
If required, street furniture will need to be repositioned at the applicant's expense.
Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
2) Please be aware it is the applicants' responsibility to clarify the boundary with the public highway. Private structures such as fences or walls will not be permitted on highway land. The highway boundary may not match the applicants' title plan. Please contact the highway research team at highway.boundaries@norfolk.gov.uk for further details.
3) The developer will be expected to meet the costs of supplying and installing the fire hydrant required by condition 5 of this permission. |
