| 1. | The size and location of the proposed dwelling and curtilage would provide sub-standard accommodation for the occupants contrary to paragraph 9 of the National Planning Policy Framework. Undersized sub-standard accommodation with a poor standard of layout and design is contrary to policy HOU16 of the Borough Wide Local Plan. |
| 2. | When assessing the proposal for a new residential unit it is deemed that the subdivision of the existing curtilage would lead to a development out of character and scale with the surrounding area and village. The proposed dwelling in this location would be significantly detrimental to the form and character of the settlement. The subdivision of the plot and the creation of a new dwelling would therefore be contrary to policies HOU17 and HOU7 of the Borough Wide Local Plan. Policy CS1 of the adopted Core Strategy and the National Planning Policy Framework. |
| 3. | A new residential dwelling in this location would be significantly detrimental to the amenities of the occupies of the adjoining dwelling contrary to policy HOU7 of the Borough Wide Local Plan. The substandard size of the dwelling proposed and plot will give rise to an over intense use of the land which would adversely effect the character of the area and the amenities of the adjoining dwelling. Holiday accommodation in a rural area with no links to existing holiday attractions is contrary to policy CS6 of the adopted Core Strategy. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
