| 1. | The application site is close to Great Yarmouth College and Edward Worlledge Community Primary School, during term time cars are parked on both sides of the road narrowing the useable highway and making it difficult for large vehicles to pass. During school opening and closing times the road is very busy with cars and busses dropping off and picking up students. The parked cars and general congestion in the area will make it difficult to safely access and egress the site and would be likely to result in an increased risk of highway danger. Taking this into account it is considered that the increase in traffic that would result from the new access would have the potential to cause further congestion in the area and put students and school children at risk. The proposal is therefore contrary to criterion (c) of Policy CS16 of the Great Yarmouth Local Plan: Core Strategy in that it would have an adverse impact on the safety and efficiency of the local road network for all users. |
