1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2. | The development shall be carried out in accordance with the application form and elevation plans (drawing reference: 1046/3) received by the Local Planning Authority on 20 June 2016, the elevation plans (drawing reference: 1046/4 and 1046/6) received by the Local Planning Authority on the 5 December 2016 and elevation plan (drawing reference: 1046/5) received by the Local Planning Authority 1 January 2017 and the revised plan (drawing reference: 1046/2 Rev B) received by the Local Planning Authority on the 16 May 2017.

3. | The drainage of the development shall be carried out in accordance with the Flood Risk Assessment and Surface Water Drainage Strategy received by the Local Planning Authority on the 28 October 2017 and the further details received by the Local Planning Authority on the 22 February 2017 (details include: proposed surface water drainage layout, drainage construction, pipe bedding and backfill details and permeable paving details), the drainage shall be installed prior to the occupation of the first unit and be maintained in accordance with the SUDS Maintenance scheme received by the Local Planning Authority on the 22 February 2017 and the correspondence dated the 16 March 2017 for the lifetime of the development.
The reason for the condition is :-
To ensure suitable drainage of the site in the interests of the occupiers of the site and the neighbouring properties to avoid flooding and unacceptable displacement of water. |
4. | Prior to the first occupation of the development hereby permitted a visibility splay measuring 2.4 x 43 metres shall be provided to each side of the access where it meets the highway and such splays shall thereafter be maintained free from any obstruction exceeding 0.225 metres above the level of the adjacent highway carriageway.

5. | Prior to the first occupation of the development hereby permitted the proposed access, on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.
The reason for the condition is :-
To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety. |
6. | Prior to the first occupation of the development hereby permitted the off-site highway improvement works shown in the plans submitted on the 22 December 2017 shall be completed to the written satisfaction of the Local Planning Authority in consultation with the Highway Authority.
The reason for the condition is :-
To ensure that the highway network is adequate to cater for the development proposed. |
7. | In the event that contamination that was not previously identified is found at any time when carrying out the approved development it must be reported in writing immediately to the Local Planning Authority. All development shall cease and shall not recommence until:
a) a report shall be submitted to and approved in writing by the Local Planning Authority which includes results of an investigation and risk assessment togather with proposed remediation scheme to deal with the risk identified and,
b) The agreed rememdiation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority.
The reason for the condition is :-
To ensure that risks from land contamination to the future users of the land and neighbours are minimised. |
8. | No external lighting shall be erected unless full details of its design, location, orientation and level of illuminance (in Lux) has been submitted to and approved in writing by the Local Planning Authority. The lighting shall be installed in accordance with the approved details and shall be retained thereafter in perpetuity.
The reason for the condition is :-
In the interests of the amenities of the local residents and to minimise light pollution. |
9. | Construction work shall not take place outside the following hours:-
08:00 to 18:00 Monday to Friday
08:30 to 13:30 Saturday
and no work shall take place on Sundays or Bank Holidays.
(These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property)
The reason for the condition is :-
In the interests of the residential amenities of the occupiers of nearby dwellings. |
10. | A fire hydrant shall be installed in the position shown on the plan received by the Local Planning Authority on the 10 November 2017. No dwelling hereby approved shall be occupied until the fire hydrant is installed to the written satisfaction of the Local Planning Authority in consultation with the Norfolk Fire and Rescue Service.
The reason for the condition is :-
To ensure adequate water infrastructure provision is made on site for the local fire service in the interests of safety for the occupiers of the site. |
11. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) the dwellings labelled plots 1, 2, 3, 4, 5, 6 and 12 on the approved plan shall not be extended in any way without the prior consent of the Local Planning Authority.
The reason for the condition is:-
To enable the Local Planning Authority to retain control over any extensions to the dwellings in the interests of residential amenity. |
12. | The boundary treatments shall be completed in accordance with the correspondence dated the 22 February 2017 and the approved planting specification received by the Local Planning Authority on the 21 March 2017 prior to the occupation of the dwelling to which the boundary treatment relates. Any boundary treatment not related to a specific dwelling shall be completed prior to the occupation of any of the dwellings hereby approved. Notwithstanding any plans or correspondence no boundary treatments shall be erected directly adjoining Yarmouth Road.
The reason for the condition is :-
In the interests of ensuring suitable boundary treatments to ensure a satisfactory development in terms of character and impact on neighbouring amenity. |
13. | Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking and re-enacting that Order) no windows, roof lights or other openings shall be inserted into the roof of the dwellings hereby approved without the consent of the Local Planning Authority.
The reason for the condition is:-
To enable the Local Planning Authority to retain control over the dwellings and ensure single storey dwellings in the interests of character and neighbouring amenities. |
14. | The proposed landscaping shall be carried out in accordance with the planting plan received by the Local Planning Authority on the 21 March 2017.
All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the occupation of the buildings or the completion of the development, whichever, is the sooner. Any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation.

15. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the criteria outlined in saved policies HOU07 and HOU17 of the Borough Wide Local Plan and policies CS2, CS3 and CS9 of the adopted Core Strategy. |

ATTENTION IS DRAWN TO THE FACT THAT THIS PERMISSION IS ALSO THE SUBJECT OF A SECTION 106 AGREEMENT DATED 23 October 2017.

This development involves works within the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing.
It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the Applicants responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Advice on this matter can be obtained from the County Councils Highway Development Management Group. If required, street furniture will need to be repositioned at the Applicants own expense. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer. |
