1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form, light report and approved plan received by the Local Planning Authority on 20 June 2016 and the revised location plan received by the Local Planning Authority on the 18 August 2016. The reason for the condition is :- For the avoidance of doubt.
3.No demolition/development shall take place/commence until a Written Scheme of Archaeological Investigation has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and 1. The programme and methodology of site investigation and recording 2. The programme for post investigation assessment 3. Provision to be made for analysis of the site investigation and recording 4. Provision to be made for publication and dissemination of the analysis and records of the site investigation 5. Provision to be made for archive deposition of the analysis and records of the site investigation 6. Nomination of a competent person or persons/organization to undertake the works set out within the Written Scheme of Investigation The reason for the condition is :- To preserve items of historical and archaeological importance as the site is within an area of high archaeological importance.
4.No demolition/development shall take place other than in accordance with the Written Scheme of Investigation approved under condition 3. The reason for the condition is :- To preserve items of historical and archaeological importance as the site is within an area of high archaeological importance.
5.The development shall not be in use until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition 3 and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured. The reason for the condition is :- To preserve items of historical and archaeological importance as the site is within an area of high archaeological importance.
6.Notwithstanding the approved plans no trees shall be removed or damaged during the construction of the lighting hereby approved without the written consent of the Local Planning Authority. The reason for the condition is :- In the interests of visual amenity.
7.The black painted finish to the steel column shall be applied within three months of the columns erection. The reason for the condition is :- To ensure the columns finish is sympathetic its setting.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in policy CS10 of the adopted Core Strategy.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
