| 1. | Policy HOU10 of the Borough Wide Local Plan provides the criteria for new residential properties in the countryside. Criterion VI of the policy outlines acceptable sizes for new dwellings in the countryside stating they should normally be no larger than 120 square metres which this proposal significantly exceeds. Consequently the proposal is contrary to policy HOU10 and it is considered that the size of the dwelling is in excess of a residential property needed to support a business. The proposal is greater in mass than a unit required for the staff. A property of this size is considered inappropriate amongst a working business and distanced from the settlement limits. Policy HOU10 also requires justification that the dwelling is essential to the operation of the business under criterion II and in addition under criterion IV that the need for a dwelling is supported by an independent appraiser. The current proposal does not provide sufficient justification for the need of a residential unit, particularly given the unit is of a significant size. An independent assessor is referenced as part of the Design and Access statement, but has not been submitted as part of the application. The information provided as part of the application is not considered sufficient to meet criterion II and IV. Policy CS1 of the adopted Core Strategy (Criterion A) states that development should be sustainable and of a scale and location which complements the character and functionality of individual settlements. The large nature of the property means the proposal does not comply with this policy. Consequently the application is considered contrary to the aims of saved policy HOU10 of the Borough Wide Local Plan and policy CS1 of the adopted Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
