1.	Criterion C of policy CS16 of the adopted Core Strategy ensures that all developments do not adversely affect the efficiency and safety of the highways. The application has not provided sufficient detail to ascertain whether the proposed garage will cause an obstruction in terms of the size of garage door and the method of opening as it directly abuts the public highway. In addition there is a limited amount of detail provided regarding the elevations so it is not possible to fully ascertain the impact of the development upon the character of the wider area. Accordingly the proposal does not meet criterion A of saved policy HOU18 of the Borough Wide Local Plan and has been refused.

STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
