1.No development whatsoever shall take place until full details of the appearance, landscaping, layout and scale of the development (herein after referred to as the reserved matters) have been submitted to and approved by the Local Planning Authority and the development shall be carried out strictly in accordance with such approved details. The reason for the condition is:- Such details have not been submitted as part of this application.
2.Application for approval of reserved matters must be made not later than the expiration of three years beginning with the date of this permission and the development must be begun not later than the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. The reason for this condition:- The time limit condition is imposed in order to comply with the requirements of Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
3.No works shall commence on site until such time as details of the slab levels of the dwelling(s) in relation to existing ground levels have been submitted to and approved by the Local Planning Authority. The dwelling(s) shall be constructed in accordance with the agreed levels. The reason for the condtions is:- To ensure that the development takes place in the manner contemplated by the Local Planning Authority and to retain control over any significant changes in levels within the site.
4.No work shall commence until the exact types and colours of the materials including the hard surfaces have been submitted to and approved by the Local Planning Authority. The development shall be carried out using the agreed materials. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of the materials have not been submitted.
5.Prior to commencement of the development hereby approved full details of the surface water drainage shall be submitted to and approved by the Local Planning Authority and shall demonstrate that no surface water shall discharge onto the public highway or neighbouring properties. The development shall be carried out in accordance with the approved plans. The reason for the condition is:- To ensure adeuqate drainage provision in an area of critical drianage.
6.No demolition/development shall take place/commence until a Written Scheme of Archeological Investigation has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and 1. The programme and methodology of site investigation and recording 2. The programme for post investigation assessment 3. Provision to be made for analysis of the site investigation and recording 4. Provision to be made for publication and dissemination of the analysis and records of the site investigation 5. Provision to be made for archive deposition of the analysis and records of the site investigation 6. Nomination of a competent person or persons/organization to undertake the works set out within the Written Scheme of Investigation The reason for the condition is :- To preserve items of historical and archaeological importance as the site is within an area of high archaeological importance.
7.No demolition/development shall take place other than in accordance with the Written Scheme of Investigation approved under condition 6. The reason for the condition is :- To preserve items of historical and archaeological importance as the site is within an area of high archaeological importance.
8.The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition 6 and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured. The reason for the condition is :- To preserve items of historical and archaeological importance as the site is within an area of high archaeological importance.
9.Construction work shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday 08:30 to 13:30 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
10.Notwithstanding the submitted details unless otherwise agreed in writing by the Local Planning Authority the proposed access/private drive shall be maintained at a minimum width of 6 metres for its complete length and shall be constructed perpendicular to the highway carriageway fas indicated on drawing number LS 416003. The reason for the condition is :- In the interest of highway safety and traffic movement.
11.Prior to the commencement of the development hereby permitted full details (in the form of scaled plans and / or written specifications) shall be submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority to illustrate the following:- I) Vehicle crossover II) Parking provision in accordance with adopted standard The reason for the condition is :- In the interest of highway safety and traffic movement.
12.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria
13.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
