| 1. | Policy HOU07 of the Borough Wide Local Plan requires all new properties to relate satisfactorily to its surroundings in terms of its character and the relationship new dwellings will have with the neighbouring properties. This proposal is for two new properties on a plot adjacent to 7 Green Lane. The proposed dwellings are considered to be of a height that is contrary to the character of the area. This would make them visually apparent and unsympathetic to its surroundings. The impact the dwellings will have to the character of the area will be when considered in conjunction with the relative density of the site.
Furthermore the development would appear overbearing upon 7 Green Lane and could potentially overlook this property meaning the development would adversely impact on the residential amenities of the neighbouring property. As a result the Local Planning Authority considers that the proposal is contrary to policy HOU07 of the adopted Borough-Wide Local Plan. In addition the proposal will be contrary to policy HOU17 of the Borough Wide Local Plan which requires a high standard of layout and will seek to resist subdivision of properties that will lead to a development which is out of character and scale with its surroundings. The subdivision of the site would lead to an over-development which is out of character and scale with its surroundings.

| 2. | A Flood Risk Assessment was not submitted as part of the application instead it referred to the Flood Risk Assessment on another application. This Flood Risk Assessment is not deemed adequate and the use of a Flood Risk Assessment on another application is not appropriate. The Flood Risk Assessment refers to a single unit and some of the mitigation measures are applicable to a single unit. Accordingly the proposal is contrary to policy CS13 of the adopted Core Strategy
Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to saved policies HOU07 and HOU17 of the Borough-Wide Local Plan and policy CS13 of the adopted Core Strategy. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
