| 1. | Policy BNV9 of the adopted Borough Wide Local Plan seeks to prevent the demolition of buildings within conservation areas that make a positive contribution to the character of the area. In the absence of any proposed enhancements the demolition of the dwelling is contrary to this policy as it would result in the loss of a prominent attractive building that contributes positively to the character of the conservation area. The loss of the building, which makes a noteworthy positive contribution to the character of the conservation area, would have a significant adverse effect on the character of the conservation area and the character of the village contrary to policy BNV9 of the adopted Borough Wide Local Plan, Policy CS10 of the adopted Core Strategy and paragraphs 138 and 133 of the National Planning Policy Framework. |
| 2. | The dwelling is located within the vicinity of a Grade 1 Listed building and the loss of such a significant building would adversely affect the setting of the listed building and the conservation area contrary to Policy CS10 of the adopted Core Strategy and the National Planning Policy Framework. The loss of a dwelling of this size would decrease the availability of large detached dwellings within the village of Martham reducing the diversity of housing stock contrary to the National Planning Policy Framework. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
