| 1. | Policy HOU10 of the Borough Wide Local Plan (2001) states that new residential properties outside of the Village Development Limit will only be given if required in connection with agriculture, forestry, organised recreation, or the expansion of existing institutions and then if it can be proven there is suitable need. This application is not for residential properties in connection with rural activities and is accordingly contrary to this policy. In addition it does not meet the criteria outlined under the Interim Housing Land Supply Policy as it is not directly adjacent to the village development limits. The location of the site is deemed unsustainable for new dwellings as it is not adequately connected to the village services and is outside areas where housing may be permitted. Accordingly it is deemed contrary to policy CS1 and CS2 of the adopted Core Strategy. The development is not considered to be sympathetic with the character of its surroundings in terms of its density and layout as well as the design of the properties themselves. Furthermore the development would result in the removal of trees which provide an important landscape feature. Consequently the development is contrary to the criteria outlined in policy CS9 of the adopted Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
