| 1. | Policy HOU17 of the Great Yarmouth Borough Wide Local Plan 2001 resists the subdivision of properties which leads to development that is out of character and scale with its surroundings. The proposed layout results in a development which is contrived and cramped as both the existing and proposed properties are of a significant size and their close proximity in a constrained environment would result in an overdevelopment which is out of character with its surroundings in terms of its scale and massing. The overdevelopment is further exacerbated by the prominent visual location of the site. Policy HOU7 of the Borough Wide Local Plan and policy CS9 of the adopted Core Strategy requires all new properties to relate satisfactorily to its surroundings in terms of its character and the relationship the proposal will have with the neighbouring properties. The proposed development is not considered to create an attractive environment. Having two relatively sizeable properties adjacent to each other could significantly detract from the amenities of the existing property in terms of overshadowing and the properties could create an imposition on each other. In addition the new property will not have a curtilage sufficient to the size of the property. The resultant property will create an environment with an insufficient level of amenities. Furthermore the development is adjacent a corner and the location of the access could result in a hazard. Consequently, the Borough Council, as Local Planning Authority, considers that the proposal is contrary to saved policies HOU7 and HOU17 of the Borough-Wide Local Plan and policy CS9 of the adopted Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
