1.Policy HOU07 (criterion C) of the Borough Wide Local Plan and policy CS16 of the Core Strategy requires all new dwellings to have a suitable access to the site. The proposed access is considered too narrow adjacent to an existing property. The resultant development will provide a potential hazard and will have a negative impact upon the occupier of the existing property. The proposal will lead to an intensification of the site compared to the existing driveway with increased traffic movements in an inappropriate location.
2.Policy HOU17 of the Borough Wide Local Plan states that a subdivision of the plots will be resisted if it results in a development out of character with its surroundings. The positioning of a new dwelling behind an existing dwelling and outside the current street pattern of dwellings is considered out of character.
3.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
